Like any new legislation I always wonder what the point of a new law is, if the Police and Authorities never bother, or are too few, to do anything.
They banned hand-held car phones and there are still just as many: yesterday a large school mini-bus drove past, no children on board but driver jawing away on hand-held, navigating a tricky accident black spot junction. |
